Meter Migration Plan

The big news in the mailing machine world is the so-called meter migration plan. In a nutshell, the U.S. Postal Service now requires a timeout feature on all postal meters. With it, a meter will shut down completely if it is not used in a specified period of time or according to other programmed provisions. The USPS has dictated this requirement in an effort to ensure security of postal funds for all bone fide users.

What this means to you is that your postal meter must have a timeout feature in place by December 31, 2006. You will not be able to add funds to your meter if it does not comply with this requirement by that date. All of the new postal meters and mailing machines now support this feature.

A related requirement is the phasing out of rotary meters in lieu of digital ones. In particular, the USPS requires that as of July 1, 2004 all new installations must feature digital meters. It will be against the Postal Service regulations to install a rotary meter after that date. Also keep in mind that existing rotary meters must be replaced by December 31, 2008, with some exceptions accorded on a case-by-case basis. Again, these changes have been implemented as a way to improve security, since digital printing apparatus has been proven to be less succeptible to tampering or fraud.

For more details on what the meter migration plan means to you, be sure to check out the updated USPS requirements. For briefer, but less official notes, check out the New Meter Migration Plan FAQs (frequently asked questions) at Hasler.
